First Sino-European Dialogue on intellectual property reaches consensus

The first dialogue on intellectual property between China and Europe is fruitful. Both sides agree to improve system of law enforcement so as to raise public consciousness in protection of intellectual property rights (IPR) while strengthening legislation, Thierry Stoll director general, Internal Market EU Commission says on Oct 21.

The dialogue between China and EU on intellectual property rights began in last autumn, when an agreement for mechanism of dialogue on IPR protection was signed.����

Mr. Stoll says he has met with a number of Chinese leaders during his visit to China and has opportunity to discuss Sino-European cooperation in intellectual property rights protection in depth. Both sides reach consensus that innovation, a source of driving force for economic growth, does not only need long-term investment, but also request protection from complete legislation framework and law enforcement mechanism. Both sides agree to enact more severe criminal penalties to intellectual property rights offence. Consensus is also reached in protecting network intellectual property rights.

Stoll says the dialogue on intellectual property rights appears increasingly important as the Sino-European economic ties get closer. The Chinese government fully understands importance and necessity of intellectual property rights protection and it is striving to improve every links of the work and trying to get effective measures and methods. Only by practice can China provide effective protection for enterprise��s innovation and guarantee the economic growth. China has made notable progress in this regard. Europe will continue to give China support.

Mr. Stoll stresses that raising public��s consciousness of intellectual property rights protection is a work that demands attention from both sides. Illegal actions like pirate and forgery will not disappear; intellectual property will not get complete protection if society doesn��t fully realize the importance of the work.
