South Korea's President Roh Moo-hyun said Tuesday that if the Constitutional Court ever nullifies the legislative power of the parliament again, he would fear for the disruption of constitutional order.
During a cabinet meeting, the president said that although he had expressed his position on the legality of the court ruling against the capital relocation, the special bill on the new administrative capital had already passed in the National Assembly and that the implementation of the bill was a campaign pledge made by both the ruling and opposition parties in the last general elections.
He said that the court decision damaged the authority of the National Assembly and the credibility of the entire political system, as well as the credibility of the nation's political leaders, adding that the National Assembly should make efforts to restore its authority.
These remarks of the president are interpreted as meaning that he has no intention of denying the legality of the court decision, but is unsatisfied with the political results it has produced.
