Circular economy enters China's lawmaking procedure

"Circular economy" is stressed in the revised draft of the solid waste pollution prevention law, which is being reviewed by the Standing Committee of the National People's Congress (NPC). The concept of circular economy is further entering the lawmaking procedures, says Mao Rubai, Director of the Environment and Resources Committee of the NPC Standing Committee at the annual conference of the Forum for Development of Circular Economy 2004.

The Environment and Resources Committee of the NPC is studying the legislative problem for the circular economy. It will take two years to complete a report and carry out feasibility study. Once the feasibility study is approved, draft of laws will begin. "Circular economy is expected to enter the lawmaking procedure in four years."

The forum closed on Nov 7, 2004 in Shanghai. At the forum the Shanghai Declaration was adopted in principle, in which more than 200 attendees called the people's congress and government's of all level to strengthen macro guidance for circular economy and take circular economy as a criterion for appraisal of government work.

Zeng Peiyan, vice premier addressed the conference. He stresses that developing circular economy is an ultimate request and an important measure to implement "three represents" and scientific development concept. China will strive to attain utmost social and economic benefits and the harmonious development between human and nature by least input of resources and environment.
