Chen playing on false detention but real "Taiwan Independence", Expert

In view of the recent fallacy by Chen Shui-bian that he wished to ease up and stabilize the relations across the Taiwan Straits, Luo Yuan, an expert of the Military Academy of Sciences pointed out when accepting an interview of the reporter by saying, this was Chen Shui-bian's smoke-screen of peace, which seemed to be modest and courteous, mean and humble outwardly but actually entertained a malicious intent of "Taiwan Independence" for splitting China.

Chen Shui-bian said, he was willing to restart the cross-strait dialogue on the basis of the "'92 Hong Kong Talks". With regard to this Luo Yuan expressed that the Chinese motherland has always been advocating the resumption of the cross-strait dialogue on the basis of one-China principle. So long as the Taiwan authority recognizes the one-China principle everything of China's own can be discussed. However, should the Taiwan authority disown the one-China principle then there is nothing to be talked about.

The basic principle of the "'92 Hong Kong Talks" is the perseverance by both parties in the one-China principle. One of the emphatic points discussed in the '92 Hong Kong Talks is how to persevere in the attitude of one-China principle when dealing with the routine trade talks between the two parties on the two sides of the Taiwan Straits. However, Chen Shui-bian intentionally castrated the concept at the core of the "'92 Consensus" �C the one-China principle but harangued on the so-called "'92 Hong Kong Talks" without breathing a single word of the "'92 Consensus". He evaded the crucial point and played on the trivial, dwelled on the abstract and avoided real issues, attempting to blot out the prerequisite and substantial content for cross-strait peace talks by a mere trick of fraudulence and with an empty cloak of peace talk to cover up and trap China's mainland into his "country-to-country" talks. Chen Shui-bian's smokescreen of peace talk has nothing new but a replay of a banal tune of "one-China is not a prerequisite but a subject for discussion".

Luo Yuan said, Mr. Deng Xiaoping ever pointed out clearly that the "sovereignty is not negotiable". However, it is on this very crucial question that Chen Shui-bian played a very big trick and set a trap. The two speeches of his delivered respectively on Oct.10 and Nov.10 are filled up with a splitting schemes of "Taiwan Independence". Take what he said in the speech of 10 October for instance, he stressed: "the sovereignty of the Republic of China belong to the 23 million people in Taiwan', "the Republic of China is Taiwan, Taiwan is the Republic of China". He even advocated that the "UN 2758 resolution didn't grant the People's Republic of China any right to represent Taiwan" in which he left no stone unturned to fabricate "one China, one Taiwan".

Luo Yuan expressed further, Chen Shui-bian put forward in his Oct. 10 speech that the two sides of the straits establish a "mechanism for military mutual confidence", and in his 10-point speech he went on to say that the "two sides of the straits should have a joint discussion to define a military buffer zone", that the two sides should, in reference to the US �C Soviet treaty on marine issues of 1972 and the US-China military marine consultation agreement in 1988 to set up a consultation mechanism for military safety along the Taiwan Straits, thereby gradually forming a "norm for actions across the straits".

However, people of farsightedness will be able to see at a glance that Chen Shui-bian is attempting to get his fallacy of "one side one country" mechanized and legalized. His so-called "mutual confidence mechanism", "military buffer zone" and "norm for actions" are all based on the prerequisite that Taiwan is "an independent country of sovereignty". And he's attempting to turn the cross-straits relation into a "country-to-country" relation.

When dealing with the view of some western countries, holding that there were something "positive and constructive" in Chen Shui-bian's two speeches Luo Yuan retorted, Chen Shui-bian denounced China's mainland as "gloomy forces and shadow of terrorism", and recently Chen Shui-bian stated again "China is not a country of my own but an enemy country", "China is not my own country but a foreign country". Are these expressions of goodwill?

At last Luo Yuan Stressed that we wish to have cross-strait peace talks but the peace talk should be based on the one-China principle. This is our unshakable stand.
