Creation of 'Taiwan independence' incident be firmly crushedAfter "May 20", Chen Shui-bian has been stepping up his effort to push forward his "Taiwan independence" policy while loudly singing the "song of peace" about the "conciliation" between the two sides of the Straits. Recently, along with the heating up of the war of "legislation committee" election in the island, Chen Shui-bian has become more unscrupulous in his push for "Taiwan independence". Playing overt "peace" and covert "independence" double-faced tacticsBeginning from last year, Chen's "gradual Taiwan independence" tactic has kept escalation, for instance, forcibly pushing forward "referendum", threatening to enact a "new constitution" and going in for "rectification of the name of Taiwan", etc. Such practices of jeopardizing security across the Straits and attempting to change the status quo of the Taiwan Straits have aggravated tension in cross-Strait relations. At the same time, Chen has delivered three important speeches on so-called release of "goodwill" within a short span of half a year, in an attempt to deceive the islanders and befuddle world opinion, providing a cover for his "Taiwan independence" policy. For example, in his " 'May 20' inaugural speech", Chen changed the words "constitutional making" into "constitutional transformation", claiming that "constitutional transformation does not involve the topics of state sovereignty, territory and reunification or independence", but at the same time he declared that he would give a "timely, fitting and suitable new constitution" to Taiwan in 2008 and would complete the task of "putting referendum into the constitution", foreshadowing the "making of constitution" for the future. On the "day of double 10" in Taiwan this year, Chen Shui-bian in his speech again stated that "the two sides of the Straits might search for a so-called ¡®acceptable though not perfect' plan with the ¡®92 Hong Kong talks as the foundation', which can be taken as preparation for further pushing consultation and negotiation forward", his attempt is, on the one hand, to create a false impression of "active peace talk" and, on the other hand, to deny the "92 Consensus" with the "92 Hong Kong talks", thereby negating the one-China principle. At the "top level conference on national security" on November 10, Chen again dished out a "10-point proposition" on topics for cross-Strait discussion, outlining the need to delimit a cross-Strait "military buffer zone", to establish a "mechanism for consultation on military security over the Taiwan Straits" and form a "cross-Strait code of conduct", etc., his real intention is to follow the US-Soviet example of signing some military agreements during the Cold War, and to define cross-Strait relations as "state-to-state relations" in accordance with so-called "international norms", openly creating "one country on each side". Such being the case, whether in his "May 20 speech", "double 10 speech" or his "10-point proposition", Chen Shui-bian is playing the double-faced tactics of "peace" in the open and "independence" in the dark. While Chen is energetically playing the "relaxation card" again and again, in actual deeds he is quickening the pace of "Taiwan independence". "Taiwan independence" provocation intensifiedIn the latter half of August, under the great impetus of Chen Shui-bian authorities, Taiwan's "Legislation Yuan" temporary conference passed the "amendment to the constitution's amending clauses", including in which the content of "putting referendum into constitution", opening the gates wide for "Taiwan independence" forces to play the "referendum" game, and laying a foundation for future actual "enactment of constitution" under the pretext of "revision of constitution". At a "Taiwan church" fund-raising dinner party on November 7, Chen Shui-bian declared that the constitution of the Republic of China was not formulated in Taiwan, nor was it enacted for Taiwan, it was formulated in China for China, so it is unfitting and unsuitable", he expects to complete the task of constitutional transformation in 2008 and thus make a fitting, suitable and timely new constitution".While trying to create "dejure Taiwan independence", Taiwan authorities step up instillation of the idea of "new country identification" into the minds of the islanders. Recently, some "Taiwan independence" elements have been driveling, preaching at one time that in the future Taiwan public servants will only take exams on the "history of their own country", no "Chinese history" exam is held, at another time they claimed that Sun Yat-sen was a "foreigner", incurring violent attacks from the island's public opinion. Public opinion castigate this so-called "Taiwan independence education reform", pointing out that its aim lies in laying a cultural and ideological foundation for its "Taiwan independence and founding of a state". Ignoring attacks from the island's public opinion, Chen voices support for these fallacies and declares: "currently some people do not recognize Taiwan and chime in the chorus of the other side across the Straits, some people even 'mistakenly regard the enemy country as their motherland'." "China is another country! This is a matter concerning the identification of a country." On November 14 when Chen Shui-bian stood for the Democratic Progressive Party (DPP) "legislation committee" candidate, he said that the UN Resolution 2758 only solved the question concerning China's mission, it did not solve the question regarding Taiwan mission, in the future he would apply to join the United Nations in the name of "Taiwan". Previous motions on Taiwan authorities' application for joining the United Stations all demanded restoration of the seat to "The Republic of China", if in the future the authorities change to apply for joining the United Nations in the name of "Taiwan", it will show that Chen Shui-bian authorities will act without any disguise, use the "Taiwan independence" idea to directly challenge the one-China principle. "Taiwan independence" means no peaceWith regard to Chen Shui-bian's recent series of words and actions concerning "Taiwan independence", Wang Zaixi, vice-minister of Taiwan Affairs Office of the Chinese State Council, in an interview with the media on November 15, indicated that Chen Shui-bian's talks about "China is not our own country, but an enemy country" represent a step forward he took in his opinion propaganda on "Taiwan independence" separatist acts, which has a stronger flavor of challenge. Chen Shui-bian's plan to give Taiwan a "fitting and timely new constitution" before 2008 actually is an attempt to whip up public opinion for his future promotion of the "making of constitution". Taiwan authorities want to take advantage of the opportunity of the Chinese mainland's preparation for hosting the 2008 Beijing Olympics to create a separatist incident of "Taiwan independence", this is a very serious problem.Li Wei, spoikesman for the Taiwan Affairs Office of the State Council, also pointed out on November 17 that Chen Shui-bian's real aim of promoting so-called "constitutional reform" is to strive for separating Taiwan from China. This again lays bare the true nature of Chen Shui-bian to push forward "Taiwan independence". If Chen Shui-bian dares to create a major incident of "Taiwan independence", we will stop at no expense to resolutely and thoroughly smash his separatist plot for "Taiwan independence". Li Wei pointed out facts show that Chen has never changed his "Taiwan independence" nature, once he deems there is a chance to exploit, he would give expressions to this by various means. Facts have repeatedly proved that Chen Shui-bian going in for relaxation is sham, while his seeking for "Taiwan independence" and creation of tension and antagonism are his real intention. His political intention in conducting so-called reform of Taiwan's education to solve the "problem concerning identification of a country" is to change Taiwan's education into ideological education on "Taiwan independence". People in Taiwan's educational and academic circles and public opinion strongly condemn such "Taiwan independence" acts. The splitting plot for "Taiwan independence" is unpopular. Whatever tricks "Taiwan independence" separatist forces play cannot change the status of Taiwan as part of China. He stressed that the status of Taiwan as an inalienable part of Chinese territory has always clear and definite. The "Cairo Declaration", the "Potsdam Proclamation" and other famous international law-related documents have all had clear-cut stipulations on this. In accordance with the above-mentioned international law documents, the Japanese government in 1945 made commitment in the "Clause on Japan's Surrender" to faithfully performing the various obligations as set in the "Potsdam Proclamation", and returning Taiwan and the Penghu Islands to China. No individuals and forces can alter this historical fact that is universally recognized by the international community.
