Vietnamese party politburo urges for selecting leaders of next generationThe Political Bureau of the Communist Party of Vietnam Central Committee has just issued a resolution urging the party executive committees at all levels to focus on searching for promising young candidates for future professional and administrative posts, Vietnam News reported Monday. The committees should short-list young and capable people who have been active in the country's renovation process and in other patriotic movements. The talents will take a wide range of posts, from the central level to communal one, said the resolution. In selecting candidates, the resolution instructs the committees to give preferential treatment to those with a family background as workers, peasants, or revolutionary activists, to women, and to members of ethnic minority groups. Besides professional and ethical qualifications, a candidate's political convictions on behalf of the working class should be scrutinized. Candidates should have experience of leadership in lower positions before being promoted to higher posts. In special cases, candidates may not have experience, but their performance must be excellent. Individuals who are newly assigned to positions should be young enough to remain in their jobs for two terms, or at least one term while those re-elected should be qualified to server for one more term or two thirds of their new term before reaching the retirement age of 60 for men and 55 for women. Future cadres who are identified and short-listed will not automatically become leaders. To do so, they have to undergo further tests and training. Local party committees should play the leading role in selecting candidates for all administrative and professional positions in state-run administrative offices, organizations and business institutions, said the resolution. However, recommendations from such organizations as the Vietnam Fatherland Front, and women or youth unions will have considerable impact on the assignment of young cadres. Source: Xinhua |
