On December 13 at the 1st International Froum for Environmental Effects Assessment in Hainan Pan Yue, Vice Director of the State Environmental Protection Administration revealed the 10 categories of projects which are not allowed. A program will be naturally identified as environmentally disqualified if it is:

--- Prohibited by laws, regulations and administrative rules of the state;

--- Subject to the rectification campaign of the State Council and not in line with the policies, including iron and steel, aluminum, cement, calcium carbide, ferroalloy, coke, sheet glass, fire-fueled power plant with capacity of 135,000 kw or below;

--- located and proved to affect and pollute the ecological environment in preserves of drinking water sources, natural preserves, scenic sites, important ecological function areas and ecologically sensitive areas;

--- Not in tune with the overall urban blueprint or environmental protection vision of a city;

--- Located in core areas and buffer areas of a natural preserves;

--- Located within or the surrounding areas of a natural preserves where ecological system or environmental quality will be threatened by the project;

--- Not possible to control its pollutants drainage in line with standards set by the national and local government;

--- Featured with serious environmental pollution, poor quality, heavy consumption of energy, materials and water, and more pollutants than what is allowed by the national standards;

--- Not convincing in satisfying the function of the area it is in and there is no alternative ways to reduce the pollution;

--- Undertaken by enterprises which are ordered to improve its performance in environmental protection in a specified period and which has failed to do this within the specified period in "two-controls" areas (control of acid rain and control of sulphur dioxide), the Three Gorges, and pollution prevention planning areas in upper reaches.

On December 9 Pan stressed in Beijing to strictly examine power station projects around the country. The frenzy of investment on power generation has already aroused government��s concern.

He also declared the prevention and treatment of water pollution along main drainage areas in the country have made significant progress.
