How does China deliver its donations for tsunami relief to victim-countries?

Along with the deepening of the donations to the tsunami-victim countries around Indian Ocean how to make sure that the money donated can be smoothly delivered to the related countries has become a hot topic the public are concerned of.

  • Set up specialized office and nominate particular department for donation acceptance

    As Peng Chenmin, director of rescue and relief department of the Ministry of Civil Affairs introduced, on 1 January the Ministry brought out to the public an "urgent notice calling for donations from among the people to tsunami-suffered areas in Indian Ocean" and an "office for dealing with the aid to tsunami-suffered areas in Indian Ocean" was set up at the same time to take up the work in an unified way for organizing, coordinating and data-collecting and issuance of information, thereby providing a smooth channel for the delivery of donations from among the people to the tsunami-victim regions in Indian Ocean.

    Jointly conducted by Red Cross Society of China and its local branches, China Charity Foundation and its local branches as well as local offices in charge of civil affairs they are responsible for the particular work of accepting donations. If other units have already received the donations they must transfer the exact amount to the local Red Cross, charity society or office in charge of civil affairs.

  • Complete procedure, special account management, accurate amount of money as in account and account in order

    Management of the donated goods must be strengthened, expressed the Ministry of Civil Affairs, and all kinds of illegal activities for donation collection must be subjugated to investigation and called off in time by working together with departments concerned. Donations must be accepted in accordance with the relevant regulations of the "Law of Donations for Public Welfares of the People's Republic of China" and must be implemented with complete procedure, special account management and with special person in charge while the amount of money must be accurate as in the account with the account in order.

    All China Red Cross organizations at local levels, said Wang Xiaohua, director of China Red Cross Liaison Department, must strictly, abiding by the "Principle and Regulation of Red Cross and Red Crescent for Disaster Relief", pass on relevant information to the International Federation of Red Cross and Red Crescent about the donations received while the international federation will also publicize in time to the public the amount of donations received and the use in progress.

  • Every sum of money donated must be registered with a written official receipt as permitted by the Ministry of Civil Affairs

    As learned the Red Cross Society of China abides not only by the international decrees but also by all those regulations as stipulated in the "Notice by Ministry of Finance and State Taxes Administration on Relevant Problems Concerning Donations Contributed by Enterprises and Other Social Forces to Red Cross" and the "Rules for Soliciting and Accepting Donations of Red Cross Society of China". Every sum of donations accepted has to be registered and write out an official receipt as permitted by the Ministry of Civil Affairs. In the meanwhile information concerning the donations received will be issued via media periodically at a reasonable time-span and subjugated to public examination and supervision and audit of the auditing office so as to make sure that the donations for calamity-relief be delivered favorably to the tsunami victim countries.
