Fatah, Hamas agree to resume dialogue

The Islamic resistance movement Hamas and mainstream Fatah movement on Tuesday agreed on three major understandings before they officially resume their dialogue, said Palestinian sources.

The sources said the understandings were aimed at reaching a final agreement based on a document Hamas presented to Fatah representatives three days ago.

Top Hamas leader Mahmoud Azzahar told reporters that the political limits must be agreed on from the beginning, saying "Hamas has presented a document of honor to Fatah leaders a few days ago."

Hamas and Fatah are the two major military factions in the Palestinian territories. They agreed on many political issues such as ending the occupation, but disagreed on the methods to reach this goal.

"The document of honor represents the minimum Palestinian political solids, in addition to rearranging the internal Palestinian situation and ruling the territories that Israel is intending to pull out from," said Azzahar.

Responding to questions of whether Hamas would drop its arms, which is one of the important requirements in the roadmap peace plan, Azzahar said, "Hamas is not responsible for the chaos because Hamas carries the guns of resistance to defend the Palestinian people."

Palestinian National Authority "must differentiate between the guns which are a major reason for chaos in the Palestinian territories and Hamas arms which are only used to defend the Palestinians," said the Hamas leader.
