Chinese central authorities has issued a set of ideas to facilitate agricultural development and the work in rural areas and further improve agricultural production capacity through science and technology.
The ideas, set forth by the Communist Party of China (CPC) Central Committee and the State Council, or the central government, includes 27 detailed substantial measures to ensure financial, governmental, technological support to agriculture sector.
"Though China's agriculture have seen a favorable turn in grain production and an increase of farmer's income during the past year, it remains a weak link in the national economy as a whole," said the ideas with a total of about 9,800 Chinese characters.
China will further implement the relevant policies reducing or abolishing agricultural taxes, granting subsidies for certain crops and financing farmers for the use of good seed strains and farming machinery, according to the ideas.
The country will set up channels of providing financing support for agriculture and establish a mechanism for steady input for agriculture and, while doing a good job with big and medium-sized water conservancy projects, keep increasing the input for small irrigation facilities.
The document vows to protect farmland by banning the practice of using farmland for other purposes than farming and remaking villages and towns in an effort to enable farmers and rural villages to use land in an intensive, economical way.
Accelerating the innovation of agricultural technology in rural areas constitutes another major issue. This requires the further reform of agricultural research at colleges and other institutions of higher learning. It also may involve establishing public organizations to spread agricultural technology and crop disease control centers.
The government will also find the best way to utilize resources particular to a region and encourage the raising of livestock, only if sufficient grain production is ensured.
China's farms and rural areas need to work on improving agricultural infrastructure, accelerating progress in agro-science and technology and increasing agricultural production, the document said.
The ideas set forth by central authorities listed policies in nine aspects to reach the goals including:
-- Further motivate farmers' enthusiasm by stabilizing, improving and beefing up policies to prop agricultural development;
-- Resolutely implement the most rigid practice for the protection of farmland and effectively raise the quality in farmland use;
-- Strengthen water conservancy and ecological construction, increase the capacity of agriculture in resisting natural adversity;
-- Accelerate agricultural technology innovation and raise the science and technology contents in agriculture;
-- Speed up construction work of rural infrastructure and improve development environment for agriculture;
-- Continue to advance the adjustment of agriculture and rural economic structure and increase competitive power of agriculture;
-- Reform and improve the investing and financing systems in rural areas;
-- Improve the competency of rural laborers and promote the all-round development of farmers and rural society and;
-- Reinforce and improve the leadership of the CPC over rural work.
