Speaking at the "Forum on Zheng Tai Twenty Years and Sustainable Growth of Civilian-run Enterprises", Wu Jinglian, research fellow at the Development Research Centre of the State Council and well-known economist, noted that the current macro control has not only maintained a rapid development of China's economy, but also achieved positive results in terms of cognition: first, it has deepened the understanding of the concept for scientific development; secondly, the understanding of the precautions against big fluctuations in terms of economic development and the strengthening of macro-control and thirdly, it has again deepened the understanding of China's national condition and the adoption of a new road of industrialization.
In dealing with the deepening of the understanding of scientific development concept, Wu said that it was reasonable to have an expectation over the increase on GNP. However, the one-sided understanding must be avoided, i.e. the idea of paying attention only to the growth of GNP regardless of means and expenses, and ignoring the harmonious development of various aspects.
Meanwhile, Wu stressed the importance of China's adoption of a new road of industrialization. He noted that the main connotation of the new road for industrialization lay in the wide use of "technologies based on science". As a result, new technologies, new resources, new materials as well as new productions emerged in large number, and the improvement of efficiency became the main source for growth. The service industry, especially the manufacturing service industry has far surpassed the vigorous development of industry, realizing the reduction of costs in production and transaction. The extensive application of information technology lowed the cost in various manufacturing departments, particularly the cost of transaction and helped the overall enhancement of economic efficiency. Generally speaking, the adoption of a new road of industrialization means sticking to an energy saving road of development featuring the Chinese characteristics, an economic growth relying on the improvement of efficiency instead of on capital.
As Wu held, some arrangement in the current economic work was still fit for the old road of industrialization. For instance, the assessment and examination system on officials at various levels still take the increase of output as primary criterion for evaluation. The value-added tax is calculated on the income system divided by central government and local governments. The emphasis is laid on the output rather than on efficiency.
Having experienced the complicity and fluctuation in the years of 2003 and 2004, people begin to attach importance to the road of industrialization and the pattern of growth in a deeper way, and consider how to stick to the new road of industrialization and by which way to make China to take the new road of industrialization. The enhancement of the understanding on this question, I should say, is quite an invaluable gain.
