China to issue contingency plan on power grid blackout

China will issue contingency plans on power grid blackouts to reduce the possibility of such abnormal situations, recover to normal operation and minimize losses, said Yu Xinyang, chief engineer of State Electricity Regulatory Commission (SERC).

Yu said at a press conference Friday that SERC concerns itself more about how to avoid power grid hazards and will institute a government supervision mechanism.

Power shortage posed a grave threat to electricity safety, he acknowledged. Outside destruction occupied a high percentage of power failure accidents, which included, among others, weather impact and theft.

So far, there have been no serious grid or electricity equipment failures since China implemented electric power price reform two years ago, and the situation is stable in the country's electricity security, Yu said.
