Senior leader calls for enhancing governance competence of officials

A senior government official Wednesday stressed the importance of improving the governance capability of civil servants in a bid to build a harmonious society.

Addressing the spring-term opening ceremony of the State Administrative College (SAC), Chinese State Councilor Hua Jianmin said the key to improving governance capability lies in the scientific and democratic decision-making, proper implementation of government functions in accordance with the requirements of the market economy and the officials' awareness of serving the people.

Hua, also president of SAC, stressed that efforts should be made to improve the administrative and legal systems so that the powers of governments at different levels are corresponding with relevant responsibilities and under strict supervision. Anyone who abuses power or violates laws will be punished, he said.

He also urged to improve the transparency of administrative process so that the officials will execute powers in a democratic way and under the supervision of the people.
