Spring comes, and it's time for convening the two conferences (i.e. the National People's Congress and the Chinese Political Consultative Conference).

The third National Conference of the Tenth Chinese People's Political Consultative Conference (CPPCC) is scheduled to begin its annual meeting in Beijing today. The CPPCC is an organization of the patriotic united front of the Chinese people. It is an important organ of multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC) and is a major manifestation of China's socialist democracy. As China's top political advisory body, the plenary section will discuss the reports including the government work report, national planning and budgetary report, the work report of the Supreme People's Court, the work report of the Supreme People's Procuratorate as well as other reports. It will discuss the work report of the standing committee of the CPPCC and the report on putting forward proposals. With a sacred mission, the more than 2,200 CPPCC members will solemnly fulfill their functions of political consultation, democratic supervision, participating in State affairs and the drafting of national policies.

According to the Constitution, the national people's congress, multi-party co-operation and political consultation under the leadership of the CPC are the country's basic political system. The various kinds of work by the CPPCC will fully embody the characteristics and advantages of multi-party co-operation and political consultation under the leadership of the CPC.

Unity and democracy are the two banners for the CPPCC. The present National Committee is composed of members of 34 units including China Revolutionary Committee of the Kuomintang, China Democratic League, China Democratic National Construction Association, China Association for the Promotion of Democracy, Chinese Peasants' and Workers' Democratic Party, China Zhi Gong Dang, Jiusan Society, Taiwan Democratic Self-government League, All-China Federation of Industry and Commerce, public personages without party affiliation, all people's federations, representatives from the cultural and art circles and personages including specially invited people from Hong Kong, Macao and other specially invited personage.

The CPPCC features talented personages from all fields. The CPPCC members have adhered to the two motifs of unity and democracy. They have adhered to serving the whole situation with new achievements and progress each year.

The CPPCC members are concerned about the national welfare and the people's livelihood with researches on major problems. They may conduct inspections, put forward proposals on the important issues including the national policies in the areas of politics, economics, culture and social life. All these are made to build China into a socialist country with Chinese characteristics and to build a well-off society in an all-round way.

It is the specific aim for the CPPCC to carry out the scientific viewpoint of development put forward by the CPC, to build a harmonious socialist society and accelerate socialist moderation. In the past year, the CPPCC has held political consultations on some major problems including the development of the national economic society, achieving fruitful results. The CPPCC members have spent a lot of care on the research topics including deepening the reform of state-owned enterprises, balancing urban and rural development, guaranteeing grain safety, enhancing energy resources construction, developing recycling industries, and paying attention to the reliance on science and technology to rejuvenate the agriculture, �� reflecting the public voice and demand. Many valued results have been paid high attention to by the Central Committee of the CPC and the State Council. Some of the results have been adopted. The third National Conference of the Tenth CPPCC will fix its new research issues and put forward new goals on the basis of summarizing the work done in the past year. That is a great event for the benefit of the country and a good event for the benefit of the people.

In the process of China's reform and opening up and of modernization construction it is of more importance for the status and functions of the CPPCC with more evident features and advantages. The public will know more about the work of CPPCC. This shows the mighty vitality of the multi-party co-operation and political consultation under the leadership of the CPC, a powerful source for Chinese political civilization.

Spring has come. We are full of hopes for spring and for the two conferences.
