China to build international high-end talent base

Nobel economics prize laureate Robert A. Mundell, known as the "Father of Euro" was lucky to be a "Beijinger" on March 16. On the granting ceremony held by the Beijing Municipal Government Mundell paid a special trip to Beijing for receiving the "Greed Card" from Ma Zhenchuan, director of the Beijing Public Security Bureau. The card marks the permanent residency in Beijing.

Mundell was one of 12 foreigners who received the card at a special ceremony in Beijing They include Wee Theng Tan, president of Intel China, member of China Academy of Sciences, Andrew Chi-Chih Yao specially invited professor at Tsinghua University, Huang Jianshi, specially invited professor at China Medical University, Lisa, French Department of Beijing Review under the China Foreign Languages Publishing and Distribution Administration, Zhang Suchu, daughter of famous patriotic general Zhang Zhizhong and leader of the overseas patriotic compatriots in New York, US as well as Isabel Crook who is among the first batch of Beijing Foreign Studies University specialists who have made outstanding contributions to China.

It is learned that this is the first time that Beijing has held such a ceremony for granting foreigners permanent residence certificate after the country adopted the green card system last August.

Professor Mundell was very excited just after receiving the "Green Card". He said, "This is a very memorable moment for me. It is an honour, pleasure and great opportunity for me to become the `green card' holder of a resident in Beijing". Having worked in Beijing for more than 14 years Lisa Carducci was all smiles. She said she would cherish the honor very much.

In his letter to Beijing municipal government last August, Mundell expressed his sincere wishes of getting permanent residence card in Beijing. His wish was highly regarded by the municipal government and the Ministry of Public Security approved his application last January.

Born in Canada, Mundell won Nobel economics prize laureate in 1999. He is now the professor of the economics department of American Columbia University. Due to his important contributions to the establishment of euro he is known as the "Father of Euro". In June 2004, the Beijing Education Committee invited Professor Mundell as adviser for Beijing international education cooperation and exchanges and honorary president of Mundell International University of Entrepreneurship. Professor Mundell has paid many visits to Beijing since June 2004 and put forward many constructive suggestions for the reform of Beijing education and development.

According to the people concerned Professor Mundell is the first western Nobel prizewinner Beijing has invited. The granting ceremony shows that Beijing will open its doors wider to the outside world and welcome more "foreign friends" to come with Beijing's international influence improved.

According to the State Administration of Foreign Experts Affairs, China will have restrictions to the general introduction of foreign talents. Therefore, China will establish a new assessment system for foreign talents to have a foreign talents base. China will encourage and attract high-level talents to work here.

It is learned that since August 23 2004 to the present Beijing has accepted 163 foreigner's applications for permanent residency in accordance with the "Approval Management for Foreigners' Permanent Residency In China". Among them 105 are granted resettlement certificates and 58 are the first applications. With the verification by the Beijing Bureau of Public Security and approved by the Ministry of Public Security 100 foreign nationals working in Beijing have been granted the permanent residency. They are from seven countries including the United States, Britain, Russia, Canada, Australia, Democratic People's Republic of Korea and Japan. The international personages including Chenning Yang are among them.

Du Taiyuan, director of the Exit and Entry Management Section of the Beijing Municipal Public Security Bureau, said Beijing will continue to do a good job on managing foreigners' application work and will offer a relaxing environment for foreigners' residency and for their exit and entry in order to offer services for the reform and opening up and the economic construction of the capital.

Permanent residency qualification is a stipulation by a country in accordance with its regulations. The qualification grants a foreigner to live in the country permanently. "Permanent Foreigner Residency Certificate" is a legal identification card for a foreigner to live in China permanently. It can be used alone.
