A Panamanian expert in international relations said Sunday some Western media's hostility toward China's newly-adopted Anti-Secession Law was a one-sided view.

In a commentary of the newspaper El Panama America, Professor Julio Yao of Panama University said some Western media hold a one-sided view by taking Article 8 of the Anti-Secession Law as an implication of China's looming military actions against Taiwan.

The sole aim of Article 8 is to make clear China's conditions of resorting to non-peaceful means or other necessary measures. It cannot be taken as a direct authorization or decision of launching immediate attacks on Taiwan, Yao stressed in the commentary.

Article 8 says that in the event that the "Taiwan independence" secessionist forces should act under any name or by any means to cause the fact of Taiwan's secession from China, or that major incidents entailing Taiwan's secession from China should occur, or that possibilities for a peaceful reunification should be completely exhausted, the state shall employ non-peaceful means and other necessary measures to protect China's sovereignty and territorial integrity.

Yao added that all countries will take necessary measures to stop secessionist actions. The United States will not allow California or Texas to seek secession in any forms. Neither will Panama permit Taboga island or Chiriqui province to do so.

There is only one China in the world, that is the People's Republic of China, Yao stressed, adding that China's territory is inseparable.

The National People's Congress, China's top legislature, last Monday passed the Anti-Secession Law which came into effect immediately after President Hu Jintao signed a presidential decree to promulgate it on the same day.
