By the end of 2004, Hainan Province had plant pulp woods of 970, 000 mus, far behind its objective for the key "woods-pulp-paper" project-3.5 mln mus. So the Province decides to vigorously develop pulp woods along highways.

The Province is to plant the pulp woods by inviting overseas investment. Relative departments of the Province will institute favorable policies in an attempt to get all walks engaged in the construction of pulp woods, said Zhou Gongzu, vice secretary-general of the Hainan Provincial Government.
