Expert advocates more farmers, fewer officials in Congress

Expert pointed out that there should be fewer government officials as deputies of the People's Congress for the principle of "deputies of Peole's Congress deputies for the people" to be actually fulfilled. Moreover, farmers and staff in scientific and technological field should take up a larger proportion of the membership of the Chinese People's Political Consultative Conference (CPPCC).

According to report by Hong Kong's Wen Wei Po, farmers take up an overwhelming majority of China's population and currently the problems relating to agriculture, rural areas and farmers are China's most important issue. However, there are so small number of deputies of the People's Congress and CPPCC members who can represent farmers' interest and the number of farmer delegates is very much disproportionate to the rural population. Therefore delegates who can voice for farmers should be increased by a large margin. In addition, there should be more entrepreneurs, especially those from private companies, economist, financial experts and those who can represent the workers.

Proceeding from promoting democracy in a broader scale and enhancing scientific decision-making, expert advocated that those deputies of People's Congress, who are officials, should gradually quit except for the necessity to remain. Deputies of People's Congress and CPPCC members can work for a second term but not longer. Half of them should be reelected after each term.
