Dr. Supachai Panichpakdi, the Director-General of the WTO does not support any unilateral actions against Chinese textiles when the situation has not yet been clear enough and no consultation has been made between the two sides.
He gave his perception about the issue of Chinese textile exports in the exclusive interview with IL Sole-24ORE, a leading Italian media for finance, the same day when EU published its guideline on April 6 for safeguard initiatives against Chinese textile and clothing.
He thinks decisions on safeguard actions should not be made until later this year or the end of the year. The delayed implementation of orders placed at the end of last year has caused upsurging applications for textile imports from China.
Dr. Supachai has noticed that China has been clearly aware of the seriousness of the issue and taken measures. He said China was considering to reduce incentive policies to its textile exports. He also confirmed that the WTO was concerned about this issue and had made dialogues with the Chinese government about it.
Dr. Supachai recognizes China's positive role in the world trade. He thinks China's contribution has promoted Asia��s growth, as well the exports of Africa��s raw materials.
He believes that there is demand on the China market for Italian brands, not only for apparel, but also for food and machinery.
Although there will be problems in making presence in China, Dr. Supachai noted, the Chinese government is improving its investment and trade environment in line with the international common practice.
He believes that Italy is able to achieve a balanced trade with China and continue to be one of important trade partner of China.
Dr. Supachai also urged China to make persistent efforts on addressing the problem of fake and shoddy goods. He called for global cooperation on the issue which is also faced by many other countries.
