NPC unveils top ten supervision cases in 2005, over-packaged moon cakes included

The Standing Committee of the National People's Congress (NPC) Tuesday unveiled its top ten supervision cases in this year, from Huaihe River pollution, coal gas blasts and legal aid to over-packaged moon cakes.

To improve the disposal of deputy proposals, the NPC Standing Committee decided to select ten typical cases from about six thousand proposals every year, which will be given special supervision by the NPC.

This year's ten cases also involve financial support to farmers, construction of desalination plants in coast areas, simplifying entrance procedures for overseas Chinese and food safety supervision.

Unlike other "big" problems, the over-packaged moon cake made the supervision list for the cakes' special meaning in China.

There have been many complaints about over-packaged moon cakes with too expensive attachments like golden animals which were criticized for wasting materials and their hidden use as bribery tools.

The NPC Standing Committee held a special meeting here to publicly deliver 5,884 bills, criticism and suggestions to central departments, which were proposed by deputies at the third plenary meeting of the NPC.

Sheng Huaren, vice-chairman of the 10th NPC Standing Committee called for "full attention to the deputy proposals," all of them were delivered to 164 central departments in terms of contents at Tuesday's meeting.

"All proposals should be delivered to related ministries; all related ministries should impose the proposals on specific departments; all related departments should seriously consider the proposals; and all results of proposals should be replied to proposers," said Sheng, also secretary general of the 10th NPC Standing Committee.

He asked government departments to attach more importance to the proposals of NPC deputies, which were often perfunctorily disposed by government departments in the past.

"The NPC Standing Committee, together with the State Council, will strengthen the supervision on the disposal of those proposals," said Sheng.
