Jiao confirmed the incident on a press conference and said the suspect of the assault had been detained by police Monday. The spokesman said according to the preliminary investigation, it was "a normal public security case," with no political element. The official said the suspect will be punished according to the Security Administration Punishment Act. He said "Shanghai Municipal Government will protect the legal rights of all foreigners, including the Japanese."
