Nothing can be done if without stability

Since the end of the Cold War, the word "stability" has become the most fashionable political terminology. The strong social impact caused by the upheaval in the Eastern Europe, or even wars, has awaked many people and also brought about many considerations. Some people proposed the notion of "unstable arc" while others discovered there is surprising coinage between the political turbulence circle and the economically under-developed areas. There are painful examples in many countries in the Middle East, South Asia and the South America, especially in Yugoslavia, which was once quite rich with stability. It is said that a girl at that time dared to go back home from the bank of a river with a pair of sandals in hands at midnight. But nowadays there are a large amount of ruins and innumerable national entanglements left in the Balkan area with galloping inflation that still makes people have a lingering fear.

In the modern society various kinds of key elements deciding a country¡¯s development are closely related to confidence. When there are steady popular feelings in a country there is a revitalized country. So, almost all the countries in the world regard national stability as the cardinal task to stress. The United States has the most popular policemen in the world with the most developed intelligence and security institutions. After the September 11 incident, there is a strong impression for foreigners visiting the United States. Policemen are everywhere in the country and they almost become the hallmark of the country. Furthermore, the great number of the non-profitable organizations in the US society receives funds from the US government and they all do their part in order to maintain the social order of the United States. For the domestic stability, the US takes severe precautions against the entry persons, even test their fingerprints; still it does not hesitate to launch an "anti-terrorism war". It can besaid that the United States has done all it can at all costs to keep stable in the country and conciliate its people.

Russian President Vladimir Putin has enjoyed a higher supporting rate since he came into power. It is an important reason for him to put the economic development and maintaining the county¡¯s stability high above all others and to let the most people have the long-awaited sense of stability. As a matter of fact Putin's luck can't be good, as he has been tested one after another, from the sinking of Kursk nuclear-powered submarine, the hostage incident of the cultural palace in Moscow to the Beslan school tragedy. Putin has thumped all forces that attempted to ravage the stability by powerful means, carried out the reforms of the regime¡¯s restructure and strengthened the central power of control so that the spread of various unstable factors has been prevented to avoid the turbulence of the Russian society.

People have noticed that there has appeared an "internationalization" tendency for the factors related to stability in the past more than 10 year. In the past the factors causing instability came inwardly for a country. Nowadays more and more unstable factors are coming externally. The inter-national dissentions and country-to-country conflicts manipulated by the western forces behind the scenes have brought along unstable sentiments to the people in some countries or even caused internal conflicts. For example the religious conflicts and the so-called "color revolutions". They are all influenced by outside forces evidently.

Making a general survey of history and looking at the world, the contemporary Chinese are lucky. China has always stood in the forefront of the world¡¯s development, pushed on the reform and opening up policy and kept steady in this course in the past more than 20 years. Just as what our foreign friends said, China has two most admirable things in the world: one is the fastest economic development speed in the world and another is the long-term social stability. "Fastness¡± and "stability" have become the key contents for China's development model.

However, we must see that it will not be plain sailing for development. We must be sober-minded to face possible questions and contradictions emerging in front of us involving disturbances from inside and outside the country as we are in a changing and complicated world. In this the internal quietness and solidarity are above all. The development train of China is going forward in high speed. No one can stop its running only if there is a stable operation, and many problems will also be readily solved In the past we gained the present achievements by relying on stability. Now we seize opportunities by stability, winning a more favorable international environment and development space.

Nothing can be achieved if with instability, which is not only the experience China has made in its reform and opening-up in the past more than 20 years, but also the panhuman experience.
