Reform emphasized on breaking through nine key problems this year

China's economic system reform at present and in the time to come indicates an obvious characteristic of critical importance and arduousness. It is necessary to understand in a deeper way the great importance of storming the difficulties in the reform as defined for this year and efforts must be made to score a substantial breakthrough in some sectors of importance and key links. This was put forward by Ma Kai, director-general of the State Development and Reform Commission at the National Working Conference for Economic System Reform.

In a short-term point of view, Ma Kai said, the present macro-control is still at a crucial moment and relapse will occur or even lose all that have already achieved should there be any negligence. If no expedition is made for system reform and innovation to help wipe out systematic and mechanical malpractices, the unhealthy and unstable "root cause of trouble" engendered in economic operation will continue to exist and it is quite likely to have a relapse of the old malady. And in a long-term point of view it requires to maintain continuously a stable and quicker development for a fairly long period in the coming 10 to 20 years.

To achieve the purpose, either by way of optimizing economic structure or by transforming the way for economic growth; either by overcoming the bottleneck of the resources, science and technology and shortage of talents or by alleviating the eco-environmental pressure; either by solving the problems related to rural areas or by diminishing differences in the development between different regions; either by an all-round implementation of scientific concept of development or structuring a socialist harmonious society it depends invariably on the deepening of the reform.

At present to push continuously forward the reform we are confronted with some such sectors and links that feature contradictions difficult to handle, having extensive areas to deal with and that are quite sensitive too as well as an expansion in their systematic nature, complexity and arduousness and a big risk to face as well. Some reforms have not only things to do with economic relations but also with superstructure; Some reforms have not only dealings with domestic economy but also with international economy and trade and some reforms are not only in connection with economic sectors but also with social stability and some reforms are not only related to many bodies of relevant interest but also to some deep-rooted rights and adjustment of interest.

The work of economic system reform this year, said Ma Kai, is to necessarily score substantial breakthrough in some sectors of importance and critical links.

First and foremost, it is to put the system reform of government administration to a more prominent place.

The second is to deepen the reform of the state-owned enterprises and the administrative system of the state-owned assets and properties so as to speed up the strategic adjustment paces for the disposition of the national economy and structure.

The third is to carry out and implement the "Views on encouraging and supporting and guiding the development of the non-public individual and private economy" so as to promote the healthy development of the non-public economy. The fourth is to step up the reform of financial system in order to enhance the quality of the financial business and its ability of resistance to the risk.

The fifth is to steadily push forward the system reform of finance and taxation and investment in order to improve the macro-control system. The sixth is that along with the consolidation of the reform of agricultural tax and fees the land management system in rural areas is to be improved with the circulation system for grain, cotton and edible oil in order continuously to push forward the reform in the countryside.

The seventh is that great efforts must be made to develop the market for all kinds of essential factors so as to promote the construction of social credit system. The eighth is to intensify the reform in the area of social affairs and carry on the deepening of the reform for employment, social insurance and to form as soon as possible through study a general idea for the reform of distribution system and the ninth is to deepen the economic system reform concerning overseas businesses.
