SDRC: Do a good job for meeting power consumption peak in coming summer

Ma Kai, minister in charge of the State Development and Reform Commission (SDRC) said on April 28 that it is still a key and difficult point to effectively guarantee the supply of electric power in the economic operation in this year. For meeting the requirement of the power consumption peak in the coming summer the following two areas of work will be done well: making efforts to increase the supply of electric power and strengthening the management of power demand, reports Liu Zheng, a reporter with Xinhua News Agency, on April 28 in Beijing.

Under the premise of guaranteeing safety the effective supply of electricity should be made by every possible means and the potentiality of existing electric facilities should be fully tapped, said Ma Kai at a videophone conference on 2005 electric demand and meeting the power consumption peak in the coming summer. In the meantime a good job should be done continuously on electric project construction. For the electric projects already going into construction in line with the related regulations their construction should be accelerated on the premise of guaranteeing project quality in order to make them go into operation as scheduled or ahead of time; the planned projects, which are approved for this year, should be put into operation as soon as possible.

Ma Kai emphasized that it is an effective means to improve electric energy efficiency, alleviate "bottleneck'' of the country's energy resources, which is also the key measure to solve the present electric imbalance between supply and demand and meet safe and smooth power supply in the coming summer.

The State Development and Reform Commission demand that the enterprises with high-energy consumption and low output value should practice the use of electricity in low power consumption hours with their power supply restricted according to the principle of guaranteeing and limiting; the power supply for the enterprises with high pollution and not in line with industrial policies should be limited or stopped; the enterprises unsuitable for operation in high-temperature conditions should be stopped for work, on leave or have equipment repaired during the power consuming peak of the coming summer.

The State Development and Reform Commission will fully give play to the role of economic levers to promote electricity saving, raise electricity prices, continue to adjust and perfect the prices for peak and low consumption hours, expand the range of seasonable electricity prices, adhere to the policy of different electric prices for high-consumption industries and accelerate the process of electric prices for peak and low consumption hours.

The State Development and Reform Commission will accelerate the establishment of a long effective mechanism, which will strengthen the management of power demand and supply and accelerate the transition from administrative means to economic and technical means and from moving electric peak to fill the electric valley to improving efficiency of power.
