China has adopted five policies to help university and college graduates find jobs, which is learned from the International Forum on Youth Employment and Harmonious Society held during May 20 to 21.
Firstly, university and college graduates are encouraged to work in grassroots units and in the areas with hard working conditions. The government has carried out the program of "College graduates offer voluntary services for the western development'', recruiting volunteers from higher education graduates to work in the work units including education, health, agricultural technology and poverty alleviation at townships located at the poverty-stricken counties in the west part of China.
Secondly, encourage various enterprises and institutions, especially the medium- and small- enterprises as well as private-run enterprises, to hire university and college graduates.
Thirdly, encourage high education graduates to set up their own businesses and have flexible employment. The follow-up tutorial instruction services including preferential taxes, small amount of loans, business-starting training and instruction, policy inquires, project demonstration and follow-up tutorship will be offered to them.
Fourthly, do a good job on employment guidance and service work. Build and perfect employment information network for university graduates in order to offer them services involving professional introduction and guidance. Fifthly carry out the "Project of professional qualification training for professional higher education and college graduates so as to offer professional technical training and appraisal for those who need.
The number of 2005 higher education graduates will reach 3.38 million, more than 580,000 graduates than 2004 with severe employment situation. Up to the end of September last year the employment rate for university and college graduates in 2004 was 73 per cent with 2.04 million graduates employed.
