China drafts vision 2010 for cyclical economy

China expects to have a complete and perfect system in place to facilitate the development of the cyclical economy by 2010.

The system, according to Jiang Weixin, Vice Minister of the National Development and Reform Commission, is supposed to encompass laws and regulations, policies, evaluation indices, technical innovation and incentives and controls.

To implement the strategy of the cyclical economy, China will try to improve the efficiency of resources production and utilization in key sectors, represented by an array of enterprises engaging in clean production, ecologically friendly industrial and agricultural parks supporting the vision of cyclic economy, as well as resources �Csaving cities.

Specifically, by 2010, consumption of every ton of energy and 15 important resources such as iron ore and non-ferrous metals should bring 30 percent more output than that in 2003. Every 10 thousand GDP should cost less energy by 17 percent.

The comprehensive utilization of industrial solid wastes is expected to rise to 70 percent. 40 percent, 30 percent and 35 percent of total output of copper, lead and aluminum respectively should come from processing of scraps. Recycling and utilization of major renewable resources should be improved by 60 percent.

In China's strategy of sustaining the growth through cyclical economy, resources saving is on the top priority. That means efforts on saving energy, water, materials and resources, as well as clean production to reduce sources of pollution.

Preventive measures are more important than treatment when pollution is created. In this regard, innovative designs, the use of clean energy, application of advanced techniques and equipment will all help to produce less or no wastes through better quality and longer life cycle of products.
