Three European Union (EU) heads, namely, European Parliament President Josep Borrell Fontelles, Luxembourg Prime Minister Jean-Claude Juncker, holder of the current EU presidency and President of the European Commission Jose Manuel Barroso issued here on Wednesday night a joint declaration on Dutch 's rejection of the EU Constitution.
