China opposes resolution draft on 'increasing permanent SC members' to be forced through

Wang Guangya, Chinese permanent representative to the United Nations said on June 1 that the resolution draft on the demand put forward by Germany, Japan, India and Brazil ("four-nation union") for increasing permanent member nations of the Security Council would hinder the process of the UN reform, if the four countries put this resolution draft to the vote, China will vote against it.

After the closed-door conference held by the "unity in seeking consensus" movement formed by countries against "increasing permanent S.C. members", which he attended on the afternoon that day, Wang Guangya told the press circles:

The resolution draft put forward by the "four-nation union" has resulted in the break-up of UN member states into two opposite camps, if the "four-nation union" submit the resolution draft to the UN General Assembly for voting next week, China will vote against it. Wang Guangya expressed the hope that various sides would continue consultations to find a formula on the expansion of the Security Council that has the extensive support from UN member states.

Representatives of a dozen or so member countries of the "unity in seeking consensus" movement including Italy, Spain, Mexico, Algeria, Pakistan and Canada attended the conference that day. Deputy permanent representative of Pakistan to the UN Chaudhry said after the conference that the conference is a regular meeting for the "unity in seeking consensus" movement to coordinate its internal stands. UN member states made an active response to the working document submitted by the camp last week to the UN General Assembly, demanding an increase of 10 non-permanent Security Council members, some countries held that this formula is very attractive.

Chaudhry said that China is not a member of the "unity in seeking consensus" movement, but China gives energetic support to the method of the camp for resolving the question concerning the expansion of the Security Council. He added that the "unity in seeking consensus" movement advocates reaching consensus on the issue concerning expansion of the Security Council through dialogs, the camp would not thereby put forward a resolution draft on expansion of the Security Council.

The "four-nation union" published a framework resolution draft in mid-May, demanding an increase of six permanent Security Council members and four non-permanent Security Council members. Brazilian permanent representative to the UN Ronaldo Mota Sardenberg told Xinhua News agency on May 31 that currently there are about 120 countries that have expressed their support for the resolution draft, 20 countries of which have expressed their intention to be the common sponsor countries of the resolution draft together with the "four-nation union". The "four-nation union" will, after conducting consultations with these 20 countries, revise this resolution draft and strive to decide on the final text of the resolution draft before mid-June. Thereafter, the "four-nation union" will formally submit the resolution draft to the UN General Assembly for debate in light of the circumstance.

If the "four-nation union" forces through the framework resolution draft, it needs the support from at least two-thirds of the member states of the UN General Assembly (i.e., 128 votes for) before the resolution draft can be assuredly passed. In accordance with relevant stipulations of the UN General Assembly, the five current permanent members of the Security Council--the United States, China, Russia, Britain and France do not have the veto power in voting at the UN General Assembly.
