Donald Tsang, who has announced his running for Hong Kong Chief Executive election, Friday told the Hong Kong Election Committee members of his ideas of running for the CE election, and solicited views from all the committee members.
Tsang made a keynote speech entitled "Strong Leadership, Harmony and People Based Governance" at the meeting.
He said: "If I am elected, I will work together with the committee members and the community to build a prosperous, stable and harmonious future for Hong Kong."
Tsang also told the committee members of his policy guidelines if he is elected, stressing that to develop economy is the basic wish of the Hong Kong people and is also the focus of his policy guidelines.
He said that to sustain economic growth, the key is to strengthen Hong Kong's position as an international center of finance, trade, tourism, logistics and information technology with a view to enhancing the role of the Hong Kong Special Administrative Region ( HKSAR) in the national economic development.
He stressed the need to become Hong Kong a conduit for attracting international capital to the Chinese mainland and a springboard for Chinese mainland enterprises which set eyes on international markets.
To realize these goals, he said, "we have to uphold the principles of "Big Market, Small Government" and "Market Leads, Government Facilities." The government must fight against corruption, crate an environment conducive to business so as to attract foreign capital and entice companies from the Chinese mainland and all over the world to set up their operation in Hong Kong.
Tsang said a stable political environment is the cornerstone for Hong Kong to excel in its economic growth in the face of the challenges brought about in the process of globalization and rapid expansion of other economies.
He said the HKSAR government should take the lead in creating an environment that could promote harmony within the community so that the interests of citizens would be protected and conflicts resolved.
"I wish we would work together with the community and focus our attention on economic development," he said.
He said the solicitude and support that the central government has given to the HKSAR offer maximum guarantee for the implementation of the "One Country, Two Systems" principle.
Tsang promised to dedicate all his efforts to fulfilling his duties and responsibilities, implementing the "One Country, Two Systems" principle in accordance with the Basic Law.
"I promise to maintain Hong Kong's prosperity so that we play a positive role in China's modernization efforts," he said.
During the meeting, the Election Committee members raised a series of questions about Hong Kong's constitutional development, economic development, people's livelihood, environmental protection and some others. Tsang answered the questions one by one.
The Hong Kong Election Committee has been formed in accordance with the Basic Law and related Hong Kong laws. It has 796 people from all walks of life.
