Luxembourg Prime Minister Jean- Claude Juncker said on Monday that Britain's decision to suspend the referendum on the new EU constitution does not mean the treaty is dead.
"The process of ratification is not dead," Juncker told reporters on his way into a meeting of euro zone finance ministers.
"The British government has today not said that it won't hold a referendum, but that they have to wait for the summit next week to see what other European Union states think about the ratification, "said Juncker, whose country holds the EU presidency.
Juncker, a long-time advocator of European integration, said on Friday he will step down if voters in his country say "no" to the European Union constitution in a July 10 referendum.
The most recent surveys show 46 per cent of voters in tiny Luxembourg say they will vote "yes," and 32 per cent plan to vote "no." Twenty-two per cent are undecided. No margin of error was available.
