The National Development and Reform Commission declared a joint China-UNDP program to improve the efficiency of the use of energy by end consumers has been officially launched in China. The 3-year first phase of the 12-year program, China End-US Energy Efficiency Project (EUEEP), will get 17 million USD aids from the Global Environment Foundation which is expected to bring 1.2 billion yuan of social investment on energy saving.
There are three parts for the program. For industries, demonstrations of Voluntary Agreement on Energy Saving as commitments made by businesses will be promoted. Standards for energy-efficiency design will be formulated and revised. Norms and labeling will be developed and practiced for industrial and home appliances. And energy consuming enterprises will be equipped with information system and establish reporting system on their energy use.
For the architecture sector, policies and standards for energy saving will be promulgated and implemented. Information on energy use and energy efficiency will be gleaned and shared in the sector. And progress will be made on energy saving technologies and products.
For the comprehensive energy saving, the focus is on the capacity building for energy-efficiency centers, the implementation of the Law for Energy, studies and practice of the policy governing the fund-raising for energy saving projects, and publicity of saving the energy.
