China makes 4-point proposal on South-South cooperation, South- North ties

Chinese Vice Premier Zeng Peiyan made a four-point proposal Wednesday on South-South cooperation and South-North ties, vowing that China will further cooperate with the developing world.

China, as the biggest developing country in the world, is ready to work with other developing countries to achieve a mutually beneficial and win-win result, Zeng said at the second summit of the Group of 77 (G77) plus China.

The two-day summit, also known as the second South Summit, kicked off in the Qatari capital of Doha Wednesday and is attended by some 50 leaders.

Addressing the summit, Zeng hailed the great achievements in the developing countries after a debut gathering of the group in Havana five years ago, noting that the developing world has been an important power that cannot be ignored.

"Peace, development and cooperation have become the trend of the times," the Chinese vice premier said, urging developing countries to win through further economic development.

Zeng, on behalf of the Chinese government, made a four-point proposal for strengthening South-South cooperation and South-North ties.

First, the developing countries should strengthen South-South solidarity. On the basis of the Five Principles of Peaceful Coexistence and other generally recognized principles governing international relations, the developing nations should seek common grounds and tackle disputes, so as to boost their influences in the United Nations, the World Trade Organization and other international organizations.

Second, the developing countries should deepen South-South economic and technological cooperation. They should continue to strengthen economic and trade cooperation, open up more areas and enrich activities of cooperation.

Third, the developing countries should increase the ability for their own development, which is the only way for the developing world to boost economic development, promote social advancement, solidify political independence and maintain social stability.

Meanwhile, the developing countries should proceed from the actual national conditions, while learning experiences from other countries, in their efforts to improve the ability and the art of leadership for their own development.

Last but not the least, the developing countries should strengthen South-North ties through dialogue and cooperation. They should push the developed countries to pay closer attention to their demands in order to boost healthy economic development in the world as a whole.

Zeng, who arrived here Tuesday, also briefed the participants on China's economic development, saying China would persist in its peaceful development and continue to further economic and technological cooperation and exchanges with other developing countries, a win-win result which will not only promote China's sustainable development, but also present new opportunities for other developing countries.

China, an active advocate of South-South cooperation, has launched more than 2,000 joint projects on South-South cooperation, implemented zero tariff on many imports from the least developed countries, and signed lots of debt-cancellation protocols with 41 countries, said Zeng.

The Chinese government welcomes state leaders and entrepreneurs to attend the first forum for South-South cooperation and trade in Beijing later this year, Zeng said, adding that China will make a donation to a Qatar-proposed development fund.

Earlier Wednesday, Qatari Amir Sheikh Hamad bin Khalifa al- Thani pledged a donation of 20 million US dollars to the "South Fund for Development and Human Circumstances."

G77, founded in 1964, is aimed at boosting economic cooperation and industrialization among developing countries and pushing for a new international economic order.
