Rafael Hui was appointed as Chief Secretary for Administration of the Hong Kong Special Administrative Region (HKSAR) government by the Central People's Government on Thursday.
Hui was born in Hong Kong in 1948. He joined the civil service in 1970 after graduating from the University of Hong Kong in the same year.
Hui had a long career in the civil service and served in a number of branches and departments, including the Home Affairs Department, Security Branch, Economic Services Branch and Transport Branch.
Hui earned his Master's degree in Public Administration from Harvard University in 1982. In the following years, he took up the posts of Commissioner for Transport; the Deputy Secretary-General in the former Unofficial Members of the Executive and Legislative Councils Office; Deputy Secretary for Economic Services; Deputy Secretary for Works; and Director of New Airport Projects Co- ordination Office etc.
In September 1995, Hui was appointed as Secretary for Financial Services. He was appointed by the Central People's Government as the first Secretary for Financial Services of the HKSAR in February 1997 and his term lasted until February 2002. After leaving the Hong Kong government, Hui became consultants of certain organizations in Hong Kong.
Hui was commended by the HKSAR the honor of Gold Bauhinia Star in 1998.
