Chinese Public Security Minister Zhou Yongkang Friday asked local police heads to continue meeting petitioners in person and well address their complaints.

Zhou said public security organs should pay more attention to the petitioners and improve their skills in handling petitions by establishing long-term mechanism.

"All police organs should try their best to solve the petitions in their own regions, " Vice Minister of Public Security Bai Jingfu said at a national television and telephone conference on handling complaints.

The ministry launched a national program of addressing complaints on May 18.In this campaign, police offices were ordered to receive petitioners and ensure all complaints are handled properly.

In the past two months, county-level police heads were ordered to meet the petitioners face to face and try their best to address their complaints, preventing petitioners from going cities.

By July 21, public security organs across the country had received 140,000 petitions, 104,439 of them have been successfully solved, covering 71.7 percent of the total. Meanwhile, police offices discovered 10,747 criminal cases by addressing petitions, arresting 14,589 suspects, according to Bai.

During the second stage from July 18 to Aug. 18, prefecture-level police heads started to receive petitioners in person and handle those which have not been settled in counties.

The petitions range from solving long-delayed cases, requesting the redress of previous wrongs, to demanding that the rude behavior of a policemen be rectified, sources with the ministry said.

At Friday's conference, Bai ordered various levels of public security organs to identify weak links in their work through the campaign and regulate behaviors in law enforcement in the future.

He also vowed to punish any organ or person which touch off petitions for their bad performances.
