As a key approach to transform the governmental functions and to innovate the management style, the electronic government administration has become the focus of the informatization in China. At present, the governmental portal websites named as GOV.CN are developing rapidly, with the number topping 10,000.
According to the release conference of "2005 China Informatization Development Report" sponsored by the State Council Informatization Office on July 26, over 93% of China's ministries and commissions own their websites, and over 73% of the local governments (provinces, regions and counties) own their portal websites. The total number of the government's portal websites has an annual increase rate of 47% in 2004.
Along with the rapid construction of some key projects, such as "Golden Tax", "Golden Card", "Golden Shield", "Golden Audit", and "Golden Customs", etc., the information technology has played an important role in improving the administrative supervising ability and the law-enforcement level. The progressive perfection of the government's portal websites also further strengthens the transparency of government administration and makes it easier for the citizens to handle some affairs.
