Chinese expert proposes setting up UN cooperative commission on human rights

Chinese expert Chen Shiqiu on Friday proposed the United Nations to set up an organ to help tackle human rights issues through international cooperation.

The organ, suggested to be called "UN cooperative commission on human rights," should be widely representative, taking into consideration balance among regions, various political, economic and legal systems and different cultures and religions, said Professor Chen while addressing a UN human rights panel.

Members of this new body shall not be less than those of the current UN human rights commission, he said.

In the past 60 years since the birth of the United Nations, the human rights issues have been highly politicalized and ideologicalized, and they have become the tools for the realization of specific political goals, Chen said. "Double-standard or even multi-standard was applied in the human rights field. "

"Some countries were labeled as violating human rights while others proclaimed themselves human rights guardians or human rights judges," said Chen, adding "in such circumstances, the United Nations cannot operate in accordance with the regulations of the UN Charter."

The Chinese expert noted that many human rights issues existing in the world are not issues of one country or a few countries, "so we can not expect some countries to solve the issues of others. We can only choose the path of international cooperation."

The tenet of the UN Charter related to the development of human rights can only be achieved when all countries no longer put blame on others but try to find the gap and seek cooperation with others, Chen said.
