China should set up IPR early warning system

Law on Intellectual Property Rights will be a key subject at the 22nd Congress on the Law of the World. Jiang Zhipei, a presiding judge with the Supreme People's Court, said China has built a complete legal system for intellectual property rights protection and the next-stage work is to establish an IPR early warning system as the basis for domestic businesses to make efficient investment and the central government to enact development strategies.

Jiang said IPR early warning system mainly means that competent government departments should be very familiar with patent application situation in various areas and research on development strategies based on it. For example, within the electronic area foreigners have applied for hundreds of patents, what kind of patents they are likely to apply for? And under such circumstances how much room left for Chinese scientists and businesses to apply in this area? To understand these situations will help the government and businesses distribute resources rationally so as to have a definite object in view when they turn research results into Chinese and international patents.

He also said as China's legal system for IPR protection continues to improve, as Chinese courts and competent departments improve on enforcement of IPR laws, China would actively participate in the enaction of international IPR protection treaties to earn more rights to speak in the IPR area.
