Minister of the National Development and Reform Commission Ma Kai said at the 17th session of the Standing Committee of the 10th National People's Congress on August 25 that 10 major tasks will be done in the second half of this year in accordance of the principle, set by the central government, "stable policy, specified guidance, structural readjustment, and further reform and harmonious development".

-- Continue to strengthen agricultural production and boost farmers�� income.

-- Continue to control investment and bring along the healthy development of the real estate sector.

-- Accelerate the readjustment of structure and improve innovation ability.

-- Strive for higher residents�� income and spur consumption.

-- Facilitate the balanced, stable imports and exports, as well as efficient utilization of foreign funds.

-- Encourage resources efficiency and comprehensive use in an effort to build a resource-efficient society.

-- Achieve increase in fiscal revenue and reduction in expenditure, further optimize credit structure.

-- Enhance economic operation coordination to further ease the supply dilemma of coal, electricity, oil and transport.

-- Take the advantage of the present favorable condition to push forward restructuring in key fields. Make progress on overall restructuring trials in rural areas. Accelerate the shareholding reform of large state-owned enterprises and that of the monopoly industries. Continue efforts on the shareholding restructuring of state-owned commercial banks and the reform of rural credit cooperatives. Work out value-added tax transformation reform program to be implemented nationwide. Map out governmental investment management ordinance and improve related measures concerning investment system reform. Actively and stably push forward the reform of production elements and resource prices so as to promote resource efficiency and environmental protection.

-- Accelerate the development of all the social undertakings and serve the interests of the general public. Give more support to the compulsory education in rural areas, especially in the poor areas. Actively and steadily carry out new rural cooperative medical service trials. Establish public cultural service system at grassroot-level in rural areas. Solve the problem of employment in difficult industries, areas and groups. Improve basic insurance system for enterprises�� staff and integrate the subsistence allowances for laid-off workers into the unemployment insurance system. Enhance infrastructure construction for safe production and strengthen safe production responsibility with main emphasis on coalmine gas, dangerous chemicals and road traffic in order to curb major accidents. Make sure that disaster rescue are in place and proper larrangements made for people in disaster-afflicted areas.
