Chinese Vice-President Zeng Qinghong called for conscientiously enforcing the Law on Civil Servants, effective from Jan. 1, 2006.
Addressing a meeting on carrying out the law, held in Beijing Tuesday through Wednesday, Zeng also called for constantly improving the quality of the civil service force.
Zeng, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, said promulgation and enforcement of the law is a big event in China's socialist democratic and legal system building.
"It signifies that the management of cadres and personnel affairs in China has entered a new stage," said Zeng, adding the law provides an important basis for managing the civil servant force in a scientific, democratic and legal way.
"It also provides an important guarantee for improving the capability of civil servants in governing, administering and handling their work according to law," said Zeng.
The law covers functionaries in organs of the CPC, organs of the people's congresses, administrative organs, organs of the people's political consultative conferences, judicial organs, procuratorial organizations, and organs of democratic parties.
Zeng called for improving the capability of the civil servants as it determines the governing capability of the Party and the administrative level of the state.
He said Chinese civil servants should possess the following qualities, namely loving the motherland, faithful to the people, realistic and pragmatic, pioneering and innovative, bearing the overall interest in mind, team work spirit, dedication, honest and clean.
