Spanish Foreign Minister Miguel Angel Moratinos said on Sunday the Ibero-American Secretariat General (SEGIB) would join in the United Nations as observer.

In an interview with local press, Moratinos said that at the Salamanca Summit to be held on Oct. 14-15, Spain will promote the creation of an "Ibero-American citizenship."

The summit will give way for SEGIB to become a UN observer and its head Enrique Iglesias, an Uruguayan, will participate in General Assembly sessions, he said.

The secretariat, which aims to promotes closer ties among Spain,Portugal and Latin America and links 500 million people, was created at an Ibero-American summit in Costa Rica last year. It is based in Madrid.
