Donald Tsang Yam-kuen, chief executive of the Hong Kong Special Administrative Region (HKSAR), in Hong Kong on Wednesday said he wished the policy address made earlier the day would boost the public confidence in the region's future.
The chief executive reiterated at a press conference that his administration will implement a people-based policy.
Tsang said he sketched the policy scheme "in a practical manner " and a package of projects with great public concern have been listed.
"I did not generally making promises. I instead have told the public what I will do in my term," Tsang said.
The policy address covered a wide range of issues including social welfare, environmental protection, cultural and sports affairs, he said, adding the policy will hopefully be a blue-print to guide Hong Kong in its development during his two-year term.
The policy address was focused on how to improve the administration and how to secure an effective governance to satisfy the public, he said.
