China Wednesday issued the full text of Chinese Premier Wen Jiabao's explanation about the Proposal on the Eleventh Five-year Program on National Economy and Social Development which was adopted at the Fifth Plenary Session of the 16th Communist Party of China Central Committee a week ago.

Wen's explanation focused on four major areas, including Chinese socio-economic development and challenges in the 2000-2005 period, the guiding principle and the development goals of the 11th Five-year Program, major tasks in the coming five years and key problems to be addressed.

According to Wen, the State Council will make the draft of the 11th Five-year Program based on the proposal. The draft will be submitted to the National People's Congress session next March for deliberation and approval.
