"Input" index included into proposals on five-year plan

As an indicator of output, GDP has been highly valued in China's five-year plans, while the energies and resources put in to create the GDP have long been neglected.

The proposals on 11th Five-Year Plan (2006-2010) for the first time includes the index of energy consumption for per unit GDP, making the indicator system of China's five-year plans more complete and scientific.
