HK CE makes televised speech on constitutional development

Hong Kong Chief Executive Donald Tsang made a televised speech on Hong Kong's constitutional development Wednesday evening.

He said Hong Kong's constitutional development can only be pushed ahead by obtaining support to the Fifth Report of the Constitutional Development Task Force.

The report is to be submitted to the Legislative Council three weeks later.
