Procuratorate organs of Asian, European countries to construct judiciary network

China's procuratorate organs, together with the counterparts of other Asian and European countries, will construct an efficient judiciary network for combating transnational organized crimes, said an official with the Supreme People's Procuratorate in south China's Shenzhen on Friday.

Jia Chunwang, Prosecutor-General of the Supreme People's Procuratorate, said in his speech on the opening ceremony of the ASEM (Asia Europe Meeting) Prosecutors-General Conference that the conference is the first of its kind under the ASEM mechanism, and is held under the background that the influence of ASEM has been enhanced.

"At the same time, however, we have to notice that the world is not quite peaceful, and the development of different regions is not balanced. Unstable and uncertain factors in the international relationship are also developing. Terrorism, transnational crimes and corruption are emerging," he said.

Facing the challenges, ASEM members should strengthen dialogue and communication and enhance the new all-round friendship between Asia and Europe.

He said that because of the differences in social systems and cultures, the procuratorates of China might be different from their counterparts in other Asian countries or European countries in terms of specific judiciary functions, organizational structure and other aspects, but the Chinese procuratorate shares the same goals in combating crimes, safeguarding judiciary integrity and social justice.

He said the communication between Chinese procurators and the counterparts of other Asian and European countries has been increasingly frequent since the 1990's. Under the principles of mutual respect of sovereignty, equality and mutual benefit, Chinese Procuratorate organs signed cooperation agreements or memoranda of understanding with most members. There were also successful cases of cooperation and mutual assistance in criminal investigation, repatriation and extradition of criminal suspects.

He said just more than one month ago, the Standing Committee of the 10th National People's Congress voted and ratified the Untied Nations Conventions against Corruption. As of today, 33 countries ratified the convention worldwide.

He called on all the countries to actively join and ratify this convention to positively use the convention in combating, preventing and controlling transnational corruption crimes.

The ASEM Prosecutors-General Conference will be held from Dec. 9 to 12, and attended by more than 300 delegates from nearly 40 Asian and European countries and regions and international organizations.

The theme of the conference is "combating transnational organized crimes and building harmonious, stable and prosperous society".
