Vietnam to center on party reform: draft party document

Vietnam will renew leadership methods and strengthening ruling capacity of the Communist Party of Vietnam (CPV), says a draft political report to be submitted to the party's 10th national congress slated for this year.

The draft, publicized on major local newspapers on Friday by the CPV Central Committee to get recommendations from the general population, says party reform requirements include enhancing the party's political skill in new conditions, ensuring the role of party organizations at all levels, forging close ties between the party and the people, building up strong party personnel, and renewing the party's leadership methods towards the state at central level and authorities at local level.

"The party leads the state by offering orientations, viewpoints, resolutions, decisions and principles on dealing with major issues regarding national welfare and the people's livelihood.. Be quick at researching, constructing and perfecting documents on specific principles, content and mechanism for the party's leadership towards the state in specific areas," the draft says.

It is necessary to attach the leadership method renewal to the reform of operating styles, which promotes ways of dealing with issues democratically and practically, and eliminates red-tape, carelessness, subjectivity and formalism, says the draft.

The draft also says it is necessary to build up party personnel of good virtue and professional qualifications coming from all social classes. "Being constantly concerned with training women cadres, cadres coming from ethnic minority groups, cadres working as workers and experts on different spheres; fostering professional ability of talented people; and paying special attention to building a line-up of high-ranking officials," it says.

The draft covers a wide range of issues, including party reform, review of socioeconomic situations in Vietnam between 2001 and 2005, its socioeconomic targets in the 2006-2010 period, and measures and orientations for national construction and protection.

The theme of the 10th national congress of the CPV has been defined as "Enhancing the Party's leadership capacity and combat power, bringing the strength of the whole nation into play, comprehensively accelerating the renewal process, and quickly bringing our country out of the underdeveloped status."
