China steps up energy legislation

The Ministry of Construction is soliciting feedbacks on the Internet to the rules of energy-efficiency building drafted by the ministry. Dozens of e-mails have been received so far.

It is provided by the rules that new buildings adopt energy-efficiency standards and use renewable energy as much as possible. It also puts government office buildings under auditing.

China's renewable energy law, along with the nine concerning regulations, has been effective since Jan. 1 this year. Rules of special fund management and tax policy are being formulated. A team made up of 15 departments was established on Jan. 24 under the approval of the State Council to draft the energy law. Local authorities like Beijing are also ready to work out regulations on energy saving.

The renewable energy law defines the position of renewable energy, specifies price strategy and grants favorable tax treatment. The nine relevant regulations further details the measures of protecting"��green energy", from power generation, price sharing and technical standards.

Electricity generated by renewable energy costs end users a no more than 0.001 yuan extra money for every thousand kilowatt hour. But that will give power plants adopting renewable energy a strong foothold on the market. Grid operators will also be responsible for transmissing the power into the grids.

The largest demonstration project for roof solar power equipment funded by the Shanghai municipal government will soon be presented at Baoshan district. The 15-kw solar power project is undertaken by a local company. 90 percent of its solar power based products used to be exported to Europe as the prices are rarely affordable to domestic buyers. Now they have applied for subsidies from the public funds.

Bay windows, French windows, or any other designs which are too much energy-consuming, will be prohibited in Huhan, Hubei Province as of January this year. experts explain that the buildings with such designs loss 60 percent of energy while exterior insulation of wall reduces energy consumption.

Dr. Sun Youhai from the Environment Protection and Resources Conservation Committee of the National People's Congress said the legislation on energy would focus more on ensuring coherence and feasibility, highlighting energy saving, the efficiency of the use of energy, and environment protection, as well as including economic tools into the law.

Experts believe a ��package�� of energy laws and regulations will be launched in the days to come. Revision on law of coal, law of power and law of energy saving will be sped up; some 10 laws and regulations, including the energy law and regulations of energy efficiency of buildings, will be drafted. The law governing the recycling-based economy which will be designed to promote the efficient and comprehensive use of energy is expected to be tabled to the Standing Committee of the National People's Congress in 2007.

All of the efforts are being made to build a stable, economical, safe and clean energy supply system which safeguards China's energy security efficiently.
