Tsang's attendance was at the invitation of the Standing Committee of the 10th NPC, which opens on March 5.

Tsang will return to Hong Kong on March 6. During his absence, the Chief Secretary for Administration, Rafael Hui, will be the Acting Chief Executive, according to a press release on Monday from the HKSAR government.

The press release said personnel accompanying Tsang on the visit include the Director of the Chief Executive's Office John Tsang, the Director of Information Services Yvonne Choi, the Private Secretary to the Chief Executive Jessie Ting, the Information Coordinator Andy Ho and the Senior Special Assistant to the Chief Executive Chan Kin-ping.
