Seminar to be held in HK to better understand national development planHong Kong Constitutional Affairs Bureau and the Civil Service Training and Development Institute will hold a seminar to enhance civil servants' understanding of the National 11th 5-Year Plan, the Bureau said Wednesday. National Development and Reform Commission Department of Development and Planning Deputy Director General Xu Lin will speak on the National 11th 5-Year Plan and its impact on Hong Kong at the seminar for civil servants on March 28. Hong Kong Secretary for Constitutional Affairs Stephen Lam said the Chinese mainland's development during the period will have a profound impact on Hong Kong. "With a better understanding of the 11th 5-Year Plan through the seminar, colleagues in relevant bureaux and departments can take this into account in planning for Hong Kong on various fronts, with a view to better capitalizing our advantages in financial services, trade, logistics and professional services, to concur with the development of our country. This will also help maintain the prosperity and stability of Hong Kong," Lam said. Xu has taken part in the compilation of the 8th, 9th, 10th and 11th Five-Year Plans.
