Visiting former Iranian President Akbar Hashemi Rafsanjani reaffirmed on Sunday that Iran's nuclear program was peaceful.
"We want to assure you that we are at the service of the whole region," Rafsanjani, also head of Iran's Expediency Council, said upon his arrival at Kuwait's airport on a two-day visit to the kingdom aimed at easing international fears over Iran's nuclear program.
The former president also said any possible U.S. military action on Iran ran contrary to U.S. interests and would cause regional instability.
Rafsanjani's remarks came in response to recent reports of a possible U.S. military action on Iran, one week after Iran announced it had succeeded in enriching uranium for power plants.
Further enriched uranium can be used to make nuclear weapons.
Iran's announcement prompted the UN Security Council to demand that the Islamic republic freeze the sensitive nuclear work by April 28.
Meanwhile, UN Secretary General Kofi Annan also warned that any military action would complicate the situation.
The United States accused Iran of developing nuclear weapons secretly, a charge repeatedly denied by Iran.
Iran said its nuclear program was aimed at generating electricity to meet its surging domestic demand.
Rafsanjani flew in Kuwait after he wrapped up a visit to Syria.
